Skirpan, Alexander

Mr. Skirpan joined the Commission as a Hearing Examiner in November 1997.  Prior to joining the Commission, Mr. Skirpan was an attorney with the law firm of Christian & Barton.  As a member of the firm’s Energy and Telecommunications Department, Mr. Skirpan represented both consumer and utility interests in Virginia and Delaware.  Before his legal career, Mr. Skirpan served as a rate analyst for the West Virginia Public Service Commission, and after becoming a Certified Public Accountant in 1980, held the position of Senior Accountant for Technical Associates, Inc.  While with Technical Associates, Mr. Skirpan presented expert testimony on revenue requirement issues in over 120 dockets in sixteen states and before the Federal Energy Regulatory Commission.  Mr. Skirpan is a graduate of West Virginia University and of the T. C. Williams School of Law of the University of Richmond.
